Title and Grants

The Title and Grants Office develops and manages supplemental funding opportunities in support of the District Strategic Plan.

The No Child Left Behind Act (NCLB)

The No Child Left Behind Act (NCLB) is the 2002 reauthorization of the Elementary and Secondary Education Act of 1965 (ESEA).  The Douglas County School District receives formula funds from the federal government through the Colorado Department of Education in order to carry through with the requirements of NCLB for the following programs: 

Title I, Part A: Improving the Academic Achievement of the Disadvantaged is the largest federal education program for elementary and secondary schools.  The funds for this part are targeted to high-poverty schools and used to provide supplementary educational services – usually in reading/language arts and math – to students who are educationally disadvantaged or at risk of failing to meet the state content standards.

Title II, Part A: Improving Teacher Quality provides grants to increase student academic achievement by improving teacher quality and getting more highly qualified teachers and principals into schools. 

Title III, Part A: Language Enhancement and Academic Achievement for Limited English Proficient Students develops supplemental educational programs that will help ensure that limited English proficient (LEP) children, including immigrant children, attain English proficiency, succeed at core academic subjects, and meet the same state academic content and student achievement standards expected of all children. 

Title I is the largest federal formula grant supporting elementary and secondary education and targets resources to the districts and schools where the needs are the greatest as determined by poverty rates.  Funding received under Title I is intended to help ensure that all children have the opportunity to obtain a high-quality education by challenging students to meet high standards.  These funds are used to accelerate reading and math achievement for students who are below grade level in reading and math by providing additional instructional resources beyond those available in a regular classroom setting.    Title I schools are selected based on the percentage of students on free and reduced lunch. Once a school qualifies to be a Title I school, students are selected for services based on their level of achievement.

  • strive to help students become proficient in reading and math by scheduling support instruction beyond the regular classroom;
  • help students meet state and district standards;
  • foster a positive attitude toward learning;
  • instill life-long learning skills;
  • assists students in discovering how they learn;
  • support Pre-school programs, especially those feeding into Title I schools;
  • provide highly qualified teachers;
  • encourage parental involvement to help parents understand and take part in the school’s efforts with their child, learn how to help children succeed in school, and be an involved partner.
