The District Nutrition Services Program shall be under the supervision of the Nutrition Services Director. The Nutrition Services staff in each school shall be responsible to this Director, but shall cooperate with the principal of each school in all matters essential to the proper functioning of the school-based Nutrition Services Program. The building principal shall be responsible for the control of student behavior in the cafeteria.

The District Nutrition Services Program shall adhere to applicable federal and state laws, and to applicable guidelines associated with participation in the National School Breakfast Program (NSBP) and the National School Lunch Program (NSLP).

As required for participation in the NSBP and NSLP, the District agrees to the following regulations:

  1. That the Nutrition Services Program be operated in a manner that is fiscally sustainable and allows for the growth of fund balance to provide resources needed for reinvestment in Nutrition Services Program equipment and supplies.
  2. That the National School Lunch and Breakfast Programs be accounted for in the Nutrition Services NSLP Fund and that the school programs that are not participating in the NSLP be accounted for in the Nutrition Services Non-NSLP Fund.
  3. That free and reduced-price meals be provided to students who cannot afford to pay the price of the reimbursable meal (defined within USDA regulations) for all programs whether on the NSLP or not on the NSLP.
  4. That bad debts arising from the Nutrition Services Program (negative balances) are to be handled by shifting the bad debts to the District General Fund so that such bad debts do not impact the revenue and expenditure (or operating statement) of the Nutrition Services Fund in accordance with OMB Circular A-87.
