The District believes that school facilities should be located within, or immediately adjacent to, residential development areas. Site locations should be selected based upon a number of important criteria. Two primary factors are health and safety for school age children. School facilities should be situated such that children may access the site in a safe fashion and remain clear of potential danger when on the site or in the building.
Site elements that can pose problems for safety are either natural or man-made. Natural hazards include flood plains or steep slopes. Man-made obstacles could include highways, airports, and incompatible land uses such as heavy industrial or landfill areas.
With normal land use and transportation problems, standards can be developed that assist the District in making site location decisions. These situations present fixed locations, whereby activities are easily predicted, monitored, or controlled. With an airport facility, however, the land usage is fixed but the resultant activity is not easily predicted, monitored, or controlled. As such, school location decisions in the vicinity of a present or future airport are difficult to assess in that measures of safety (accidents) or health (noises) are not easily quantifiable.
Therefore, it is the policy of the District to utilize “Airport Influence Area Criteria,” Regulation FAAA-R, when selecting school sites in proximity to any airport facility.
