The Board of Education believes that the education of each student is a responsibility shared by the school and parents.  The Board recognizes the need for a partnership between the District and parents  that provides for communication and educational support for students, parents, and guardians. In keeping with these beliefs, it is the intention of the District to cultivate and support active parental involvement in Title I schools and to set and realize goals for parent-supported student learning.

Pursuant to federal law, the District and the parents of students participating in Title I District programs have jointly developed the following parent involvement policy.  The policy shall be implemented by the Superintendent or designee according to the time line set forth in the policy and incorporated into the District’s Title I Plan.

Involvement with Title I Planning

The District shall hold an annual meeting for parents of students in Title I programs, as well as school Title I staff, principals of schools receiving Title I funds and other interested persons to discuss the Title I Program Plan, review implementation of the Title I Plan, discuss how Title I funds allotted for parent involvement activities shall be used, and invite suggestions for improvement.

District Support for Parent Involvement

The District shall provide coordination, technical assistance and other support necessary to assist participating schools in building the capacity for strong parent involvement to improve student academic achievement and school performance.

This coordination, assistance and support shall be under the direction of the District Title I  Coordinator  and  shall  include  consultation  and  coordination  with  each  building principal and Title I staff, District Title I Parent Advisory Council, District Volunteer Coordinator and Building-level Title I Parent Involvement Committees.

The District shall establish a District Title I Parent Advisory Council.

1.  The Council shall be comprised of two parents from each school’s Title I School Parent Involvement Committee, the District Title I Coordinator, the District Volunteer Coordinator, and the Assistant Superintendent of Learning Services.  The Council will convene each fall and spring, or as needed, to provide input on all matters related to parent involvement in programs supported by Title I funds.

2.  The Council shall conduct an annual needs assessment based on parent involvement survey/evaluation data collected by schools at their spring parent involvement meetings.  Recommendations for parent involvement approaches will be made from this data and forwarded to the School Parent Involvement Committees.

3.  The Council will review the proposed District Title I Plan for the following school year, make suggestions on how Parent Involvement funds should be used, and review the effectiveness of the District Title I Parent Involvement Policy.

a.  The District shall establish a School Parent Involvement Committee at each Title I school.  The School Committee shall be comprised of parents of Title I students, Title I staff, Principal, the school Volunteer Coordinator, and other interested persons.  The School Committee  will  convene  each  fall  and  spring,  or  as  needed,  to provide input in the development, review and implementation of the School    Parent    Involvement    Policy,    the    school’s    Teacher/ Parent/Student Compact and the school’s Title I Program Plan.

b.  The  District,  with  the  assistance  of  parents,  shall  develop  and implement a District professional development plan to enhance the skills of teachers, pupil services personnel, principals and other staff in:

i.  the value and utility of contributions of parents;

ii.  how  to  reach  out  to,  communicate  with,  and  work  with parents as equal partners;

iii.  implementing and coordinating parent programs; and iv.     building ties between parents and the school.

Coordination of Parent Involvement Activities with other District Programs

The District shall, to the extent feasible and appropriate, coordinate and integrate parent involvement programs and activities with English as Second Language (ESL), Child Find, Preschool/Early Childhood, The Parent University, and other community organizations,  and  conduct  other  activities,  such  as  parent  resource  centers,  that encourage and support parents in more fully participating in the education of their students.

The District Title I Coordinator will collaborate with directors and coordinators of the above programs to ensure coordination of effort in parent involvement activities and timely and complete distribution of notices and written communications to all parents.

Student Learning

The District shall coordinate and integrate Title I parental involvement strategies with those of other educational programs in the District.   The purpose of this coordination shall be to improve the academic quality of the school served, including identifying barriers to greater participation by parents/guardians in activities authorized by law, particularly by parents/guardians who:

1.  are economically disadvantaged;

2.  have disabilities;

3.  have limited English proficiency;

4.  have limited literacy;

5.  are of any racial or ethnic minority background; or

6.  are parents of migratory children.

Identification of barriers to greater parental participation will be determined through analysis of the student enrollment forms in each Title I school, periodic parent interviews and surveys that seek to identify barriers, and recommendations by Title I and ESL staff.

The District shall provide to parents, as appropriate, information to help them understand the State’s academic content and achievement standards, State and local academic assessments, Title I requirements, how to monitor students’ academic progress and how to work with school staff to improve the achievement of students.  The District shall develop written materials and training for staff to help parents work with students to improve student achievement.

This will be accomplished by:

1.  providing timely and understandable information concerning the Title I Program;

2.  timely notification of each student’s parent/guardian that the student has been selected to participate in Title I and why the student has been selected;

3.  assisting  Title  I  parents  in  understanding  Title  I  guidelines,  compacts, standards, assessments and student goals;

4.  building strong communication lines; and

5.  providing coordination, technical assistance, and materials in planning and implementing school-wide parent education through Title I sponsored workshops and parent activities.

School-Based Parent Involvement Activities

Parents will be encouraged to be involved in school activities.  Specifically, parents will be encouraged to:

1.  participate in  on-going  communication  through  conferences,  home  and school visits, communication logs, written and telephone conversations;

2.  accept free admission to the Parent University for classes in parenting skills;

3.  participate  in  education  workshops  geared  to  literacy  and  strategies  to support the learner at home;

4.  accept personal invitations from Title I staff to volunteer in their child’s school, classroom or in the Title I Program;

5.  accept personal invitations from Title I staff to participate on the School Parent Involvement Committee, the District Parent Involvement Advisory Council and the school parent organizations; and

6.  accept support and information regarding literacy and relevant programs within the school and community.

Method of Communicating with Parents

All information related to school and parent programs, meetings and other activities shall be sent to parents in a format and, to the extent practicable, in a language the parents can understand.

Annual Evaluation

The District shall conduct, with the involvement of parents, an annual evaluation of the content and effectiveness of this policy. Effectiveness shall be measured in part by improvements in student academic achievement and in school performance.

The evaluation shall specifically address barriers to greater participation by parents in activities authorized by law, particularly by parents who:

1.  are economically disadvantaged;

2.  have disabilities;

3.  have limited English proficiency;

4.  have limited literacy;

5.  are of any racial or ethnic minority background; or

6.  are parents of migratory children.

The District shall use the findings of the evaluation to design strategies for more effective parental involvement and to revise, if necessary, this policy.

The  District  shall  provide  such  other  reasonable  support  for  parental  involvement activities as parents may request.

Development of School-Level Title I Parent Involvement Policy

Each school receiving Title I funds shall jointly develop with and distribute to parents of students participating in the Title I Program (hereafter referred to as “parents”) a written School Title I Parent Involvement Policy agreed upon by the parents in accordance with the requirements of federal law.

The policy shall contain a school/parent compact that outlines how parents, school staff and students will share the responsibility of improved student academic achievement and the means by which the school and parents will build and develop a partnership to help students.   At a minimum, the compact shall include the provisions contained in the sample exhibit KBA-E attached to this policy.
